The increasing use of fossil fuels and other air pollutants in big cities such as Tehran caused many problems. Hence, a long-term strategy was deemed necessary more than ever. For the first time, an environmental protection program was introduced as a separate chapter in the fifth development plan, which dealing with air pollution was one of its specific purposes. Improving public health, providing adequate environmental conditions, and reducing economic losses and social damages due to air pollution. Using the historical research method and based on archival documents and other historical sources, this study aims to investigate Tehran’s air pollution in the last decade of the reign of Mohammad Reza Shah Pahlavi. The results show that despite the increase in oil revenues in the second Pahlavi monarchy, the construction of subways and urban trains was not one of the government’s priorities, insofar as the problem of Tehran’s air pollution became a tangled web. On the other hand, the results from Iranian and foreign research at the time showed that vehicle pollutants played an important part in air pollution. Subsequently, as one of the most important proposals for controlling pollution, a traffic control program was proposed and then put on the government’s agenda.}, keywords = {Air pollution,Traffic,Fifth Development Plan,Tehran,Pahlavi}, title_fa = {بررسی آلودگی هوای شهر تهران در دهة آخر حکومت پهلوی دوم (چالش‌ها و راهکارها)}, abstract_fa = {    آلودگی هوای شهر تهران مسئلة تازه­ای نیست و آغاز آن به اوایل دورة پهلوی دوم برمی­گردد. در این دوره، استفادة روزافزون از انرژی حاصل از سوخت­های فسیلی و  سایر آلاینده­های هوا در شهرهای بزرگی همانند تهران مسائل و مشکلات زیادی را ایجاد کرد. از این رو، ضرورت طرح استراتژی درازمدت بیش از گذشته احساس شد. برنامة حفاظت از محیط زیست برای اولین بار در برنامة عمرانی پنجم به صورت یک فصل جداگانه مطرح شد که مبارزه با آلودگی هوا از برنامه­های مشخص آن به شمار می­رفت. هدف کلی برنامة مبارزه با آلودگی هوا کمک به بهبود بهداشت عمومی، ایجاد شرایط مناسب محیطی و تقلیل زیان­های اقتصادی و اجتماعی ناشی از آلودگی هوا بود. این پژوهش با استفاده از روش تحقیق تاریخی و با استناد به اسناد آرشیوی و منابع تاریخی درصدد بررسی آلودگی هوای شهر تهران در دهة آخر حکومت محمدرضاشاه پهلوی است. یافته­های پژوهش نشان می­دهد به­رغم افزایش درآمدهای نفتی در دورة پهلوی دوم، ساخت مترو و قطارهای شهری آنچنان در دستور کار دولت قرار نگرفت، تا جایی که معضل آلودگی هوای تهران به یک کلاف سردرگم تبدیل شد. از سویی نتایج تحقیقات ایرانی و خارجی در آن زمان نشان می­داد آلاینده­های خودرویی نقش مهمی در معضل آلودگی هوا دارند. یکی از مهم­ترین پیشنهادها برای کنترل آلودگی، برنامة کنترل ترافیک بود که مطرح شد و سپس در دستور کار قرار گرفت.}, keywords_fa = {Air pollution,Traffic,Fifth Development Plan,Tehran,Pahlavi}, url = {https://irhj.sbu.ac.ir/article_102222.html}, eprint = {https://irhj.sbu.ac.ir/article_102222_ee65697e3c913331ca065fb3fd82efa0.pdf} }
