The problem was commenced in 1872A.D./1289A.H. with the arbitration of Goldsmid. During the age of Rezakhan’s ruling, negotiations began in 1310 which resulted in signing of the 1317 Treaty. The Iranian government and national council assembly as well as the Afghan government approved the treaty and the additional announcement, while the latter was rejected by Afghanistan’s national council assembly. Although there exists a variety of information respecting the issue of the Helmand River in Rezakhan’s era and some aspects of this question have been considered in the research literature, it is highly required to conduct a comprehensive, complete and documented research in this regard. This article, which is based on the unpublished documents of Iran’s foreign ministry, offering a meticulous, substantiated and abridged description with regard to historical background of the issue and expounding its various facets, is devoting effort to find an answer to the question that why and how the problem of the Helmand River did not lead to a decisive conclusion in the mentioned period. A multitude of reasons were implicated in not finding a solution to the problem of the Helmand River, among which Afghans’ suspicion and their lack of commitment to the exploitation of the Helmand River over Kamalkhan’s dam is of dramatic significance.   مسألۀ آب هیرمند در مناسبات ایران و افغانستان در سدۀ اخیر همواره مشکل‌ساز بوده و هنوز به‌طور کامل حل و فصل نشده است. مسأله با حکمیت گلداسمید در سال 1289 قمری (1872م) آغار شد. در دورۀ رضاشاه مذاکرات از سال 1310 شمسی آغاز و در سال 1317 به توافق‌نامه انجامید. دولت ایران و مجلس شورای ملی و دولت افغانستان قرارداد و اعلامیۀ منضم را تصویب کردند. اما مجلس شورای ملی افغانستان به‌رغم تصویب قرارداد، اعلامیه منضم را رد کرد. با این که دربارۀ مسأله آب هیرمند در دورۀ رضاشاه داده‌های گوناگونی در منابع وجود دارد و در پاره‌ای از نوشته‌های پژوهشی نیز به جوانبی از این مسأله پرداخته شده است، اما جای یک پژوهش جامع، کامل و مستند در ادبیات پژوهشی مربوط به موضوع خالی است. مقاله حاضر ضمن ارائه یک شرح دقیق، مستند و کوتاه دربارۀ زمینه و پیشینۀ تاریخی مسأله و ایضاح جوانب گوناگون آن در دوره رضاشاه، بر اساس اسناد منتشر نشدۀ وزارت خارجه ایران در پی پاسخ به این سؤال است که چرا و چگونه مسأله آب هیرمند در این دوره به نتیجه قطعی نرسید؟ عوامل متعددی در عدم به نتیجه رسیدن مسأله آب هیرمند دخیل بود که مهم‌ترین آنها سوءظن افغان‌ها و پایبند نشدن به تعهد استفاده بیش از اندازه از آب هیرمند در بالای بند کمال‌خان است. https://irhj.sbu.ac.ir/article_94510_2af370a404e8fbf0348109d5cc57d125.pdf
