		<Abstract>Abstract: 
There are two Maine ideas about the role of government in the irrigation systems make and control of these sources, which in owns pursuit has created related ideas about the Iran’s agricultural production modes and political structure, among scholars. A group of researchers, such as Wittfogel, emphasis on Iranian government’s major role in setting up large-scale irrigation networks and water resources control and present them as a typical example of the &quot;hydraulics&quot; governments. But another group denies the pivotal role of the state in irrigation to the plantations of the Iranian plateau.
Given the critique of the Europe-centric and ideological foundations of these General comments of Iran&#039;s political economy, The problem of this paper is a historical review of the status and role of Iranian governments in the establishment and control of irrigation systems in Iran&#039;s agricultural economy in the middle ages, Based on sources information and statistical analysis of these.
 In this article, based on the historical comparative method and a quantitative study between the different regions of the eastern part of the caliphate territory, in addition to the position and role of governments in this regard will be Represent, the claims of conflicting views are also tested.</Abstract>
