abstract
The progress of any society depends on the quality of the education system;A structure that organizes the intellectual and cultural life of a nation.The teacher plays a crucial role in the training of human resources with a high and unique position as the main pillar of education.Paying attention to the well-being and provision of the minimum life of the teacher is not only a protective measure,but also a long-term investment for the all-round development of the country.During the second Pahlavi period(1320-1357),the executive branch and the legislative branch were the two main effective institutions in policymaking and legislation related to the welfare of teachers.On the one hand,the government by presenting bills and implementing various programs,and ontheother hand,the NationalAssembly by approving laws,making speeches and raising supervisory questions,each tried toprovide a suitable mechanism to improve the situation of teachers.The present study aims to analyze the relationship between the well-being of teachers in the period of 1342-1357.And the role of the government and the 21st to 24th assemblies of the National Council. The four axes of compensating for the lack of human resources, salary system,ranking and welfare policies of educators constitute the questions of this research.The research method isdescriptive-analytical,and in its compilation,in addition to reviewing parliamentary approvals and negotiations,library documents and sources have also been used.The findings of the research show that the representatives of the parliaments of these courses paid attention to issues such as how to recruit, improve the living conditions, the welfare of teachers and pass protective laws.The governments of the time, within the framework of the development programs and the White Revolution,implemented plans such as the creation ofa national pension organization,which wasconsidered an important step in the direction of securing the future of teachers.However, the total evidence shows that in some areas,despite the efforts made,teachers' well-being needed more attention.
