هنرستان صنعتی دولتی تهران (1303-1320ش): تحلیلی بر پایه نظریه نهادگرایی تاریخی

چکیده
تأسیس و گسترش هنرستان صنعتی تهران در فاصله سال‌های 1303 تا 1320 خورشیدی یکی از مهم‌ترین تجربه‌های آموزش فنی و حرفه‌ای در تاریخ معاصر ایران بود. این نهاد آموزشی در بستری از تحولات سیاسی، اقتصادی و اداری دورۀ پهلوی اول شکل گرفت و به تدریج به یکی از ارکان تربیت نیروی انسانی متخصص برای دولت مدرن ایران تبدیل شد. مقاله حاضر با تکیه بر نظریه نهادگرایی تاریخی، روند شکل‌گیری، تثبیت و تحول هنرستان صنعتی ایران و آلمان را بررسی می‌کند و نشان می‌دهد که چگونه تعامل میان دولت ایران با متخصصان آلمانی و نیازهای ساختاری اقتصاد جدید و رقابت قدرت‌های خارجی، به پیدایش نهادی منجر شد که آثار آن در ساختار اداری و صنعتی ایران برای چندین دهه تداوم یافت. در این پژوهش استدلال می‌شود که هنرستان صنعتی نه صرفاً یک مرکز آموزشی، بلکه نهادی در خدمت نو‌سازی، تمرکز اداری و شکل‌دهی به بوروکراسی فنی جدید بود. همچنین، مسیر وابستگی نهادی، نقش تصمیم‌های اولیه، انتقال دانش فنی و اثرات بلندمدت آموزش صنعتی بر ساختار دولت پهلوی مورد بررسی قرار گرفته است. این پژوهش با گردآوری داده‌های آرشیوی و تحلیل کیفی اسناد آموزشی می‌کوشد به این پرسش اصلی پاسخ دهد که چه شرایط تاریخی و نهادی به شکل‌گیری هنرستان صنعتی ایران و آلمان انجامید و نقش آلمان در تأسیس و توسعه این نهاد چه بود؟ یافته‌های پژوهش نشان می‌دهد که هنرستان صنعتی تهران به واسطه پیوند با الگوی آموزشی آلمان، نقش مهمی در جایگزینی نیروهای فنی خارجی، تربیت متخصصان بومی و توسعه صنایع نوین ایران ایفا کرد.

Tehran State Technical and Industrial School (1924–1941): An Analysis Based on Historical Institutionalism Theory

چکیده English

The establishment and expansion of the Tehran Industrial Technical School between 1924–1941 marked a significant milestone in the development of technical and vocational education in modern Iran. It established during the political, economic, and administrative transformations of the First Pahlavi period, the school became a key institution for training the skilled workforce required for the country's modernization and industrialization.

Drawing on the theoretical framework of historical institutionalism, this study examines the establishment and evolution of the Iranian–German Industrial Technical School and analyzes the institutional and historical factors that shaped its development. It argues that the interaction between the Iranian state, German technical experts, the demands of an emerging industrial economy, and international political competition facilitated the emergence of an institution that exerted a lasting influence on Iran's industrial and administrative structures. Beyond its educational mission, the school functioned as an instrument of state-building, administrative centralization, and the formation of a modern technical bureaucracy. Using archival sources and qualitative analysis of historical and educational documents, the study investigates the historical conditions that led to the establishment of the school and assesses Germany's contribution to its institutional development. Particular attention is paid to the roles of path dependence, institutional continuity, and the transfer of technical knowledge in shaping Iran's technical education system.

The findings indicate that, through the adoption of the German model of technical education, the Tehran Industrial Technical School played a decisive role in training indigenous specialists, reducing dependence on foreign technical personnel, and supporting the development of Iran's modern industrial sector. The study highlights the institution's enduring contribution to the modernization of Iran's technical and administrative capacity.
