چکیده

با هجوم نیروهای آمریکا، انگلیس، و شوروی در شهریور1320(سپتامبر1941م) و فروریختن حکومت پهلوی اول، ایران به اشغال متفقین درآمد. حضور تحمیلی نیروهای متفقین در کشور، تبعات مختلفی در زمینههای اقتصادی، سیاسی، و اجتماعی در پی داشت و علاوه بر اینکه از لحاظ روانی و ذهنی، موجب نارضایتی‌های مردمی می‌شد، ‌آثار عملی خود را نیز در امور عینی جامعه بر جا می‌نهاد. در این تحقیق، تسلط این دولت‌های خارجی بر راه‌های ریلی و شوسه ایران، به عنوان نمونه‌ای از این آثار عینی، مورد ارزیابی و پژوهش قرار گرفته است. مقاله حاضر با روش توصیفی‌ ـ تحلیلی و با به کارگیری اسناد آرشیوی، در پی یافتن پاسخ به این پرسش است که پیامدهای انعقاد پیمان سه جانبه بر راههای ریلی و شوسه ایران چه بود؟ بر اساس یافتههای پژوهش، متفقین برای استفاده از راههای ایران، به تنظیم قراردادی با این کشور مبادرت نمودند که زمینه دخالت مستقیم این دولتها را در امور راهداری ایران فراهم کرد و این تسلط موجب کاهش درآمدها و زیان مالی دولت ایران، افزایش فساد در سیستم اداری راهداری ایران، استهلاک لوکوموتیوهای خطوط ریلی و ساختمان‌های اداری، تضییع حقوق کارکنان وزارت راه، و اخلال در روند رسیدگی به امور مردم گردید.AbstractAfter USA, Britain, and the Soviet Union invasion in September 1941 and the fall of the first Pahlavi, Iran was occupied by the Allied Powers. Their imposed presence in the country had various economic, social and political consequences. Apart from public psychological and mental discontent, the invasion had its operational impact on objective issues of the society. Authoritative dominance of foreign governments on rail and road transports as an instance of such objective effects has been studied and evaluated. Through utilization of descriptive and analytical method and archival documents, the current paper tries to answer the following question, "What are the consequences of the tripartite pact on rail and road transports of Iran?" According to our findings, in order to use Iranian transport, the Allied Powers adopted an agreement with Iran, which led to their direct interference in the transport system of Iran.  Their authority caused reduction in income and financial losses for Iranian government, corruption in the administrative system of road transport, depreciation of locomotives in railways and official buildings, violating the right of road ministry staffs and disruption in resolution of problems.Keywords: Iran, Railway, World War II, The Allied Powers, Reza Shah, Mohammad Reza Shah.

Operational Impact on the Function of the Tripartite Pact of Rail and Road Transports of Iran

After USA, Britain, and the Soviet Union invasion in September 1941 and the fall of the first Pahlavi, Iran was occupied by the Allied Powers. Their imposed presence in the country had various economic, social and political consequences. Apart from public psychological and mental discontent, the invasion had its operational impact on objective issues of the society. Authoritative dominance of foreign governments on rail and road transports as an instance of such objective effects has been studied and evaluated. Through utilization of descriptive and analytical method and archival documents, the current paper tries to answer the following question, "What are the consequences of the tripartite pact on rail and road transports of Iran?" According to our findings, in order to use Iranian transport, the Allied Powers adopted an agreement with Iran, which led to their direct interference in the transport system of Iran.  Their authority caused reduction in income and financial losses for Iranian government, corruption in the administrative system of road transport, depreciation of locomotives in railways and official buildings, violating the right of road ministry staffs and disruption in resolution of problems.
