1960s is the culmination of the rehabilitation of educational system in Iran. This issue was caused by the national and international necessities and thus pushed the Pahlavi Administration to put the educational rehabilitation as one of the most important developmental programs, mostly relying on the financial and consultant supports from the US and the increasing price of oil. In order to fulfill this objective, a number of laws and resolutions were adopted. Due to this fact that the White Revolution programs contained several principles dedicated to the issue education, to track the implementation of these principles, there were held certain annual conferences from 1968 to 1976 entitled "Ramsar Educational System Revolution ". The present study aims at analyzing the grounds and objectives of the Pahlavi Educational System Rehabilitation via descriptive-analytical method, emphasizing those resolutions adopted at the Ramsar Conference. Findings suggest that the educational system rehabilitation took place under the influence of modernization in order to overcome the historical backwardness of the educational system and the supply of skilled manpower and strengthen the legitimacy of the Pahlavi Government. Despite the expansion of the educational system in the 60s and 70s, there were wide chasms between the goals set and the measures taken.
